In a small mixing bowl, combine the soy sauce, rice vinegar, sugar, and red pepper flakes. Stir until the sugar dissolves.
Mixing the sauce beforehand ensures even distribution of flavors during cooking.
Heat a skillet over high heat and add 1 tablespoon of sesame oil. Once hot, add the green beans and stir-fry until they begin to char slightly, about 4 minutes.
Ensure the skillet is very hot to achieve a nice char on the green beans.
Add the scallions to the skillet and continue stir-frying for another 2 minutes until they soften.
Cut the scallions into similar lengths as the green beans for even cooking.
Push the vegetables to the side of the skillet and add the minced garlic with the remaining sesame oil. Stir until fragrant, about 30 seconds, then mix with the vegetables.
Adding the garlic later prevents it from burning and turning bitter.
Pour the prepared sauce over the vegetables and toss to coat evenly. Cook for an additional minute until the sauce thickens slightly.
